Building Services Authority (BSA) is a statutory authority established under the Queensland Building Services Authority Act 1991.

BSA's charter is to regulate the building industry through the licensing of contractors, educate consumers about their rights and obligations, make contractors aware of their legal rights and responsibilities, handle disputes fairly and equitably, protect consumers against loss through statutory insurance, implement and enforce legislative reforms and where necessary prosecute persons not complying with the law. Building Links Newsletter
The latest Version of the Building Services Authority's Building Links newsletter is now available to read and download from the BSA website.

The new-look Building Links is a compact four-page, web-based publication which will be issued every two months, improving the BSA's ability to deliver current information to its stakeholders in a more timely way and helping the BSA in its pursuit of greener practices.

Changes to Financial Requirements for Licensing

Changes have recently been made to BSA's Financial Requirements policy - letters are being sent to licensees who the new provisions apply to. These changes DO NOT affect all licensees and applicants. A summary of the changes can be viewed here. More information is available here.


Fire Occupational Licensing - A Burning Issue
In Queensland, Fire Occupational Licensing is mandatory for all practitioners carrying out or supervising Fire Protection work from 1 January 2011. BSA has developed a booklet designed to answer your queries about this new licence.  Information on the licence application process can be found here.


Rectification of Building Work (The Defects Policy) - New Board Policy
A new Board Policy on the rectification of defective building work came into force on 1 July 2010.

The new policy clarifies what BSA considers to be defective building work and reinforces the need for contractors to comply with the requirements of all relevant building regulations (Building Codes Australia, Australian Standards, manufacturer installation instructions) in any work performed.

There is also significant change in relation to contractor responsibilities in situations where subsidence to a residential building occurs. Where contractors are constructing on land where compacted fill exists they can no longer solely rely on a Level 1 Compaction Certificate issued for that land development to avoid accountability.

If the contractor's design engineer intends to omit piers from the footing or slab system, the design engineer is required to document requirements for further testing of or improvements to the fill to confirm its suitability such that piers are not required. If the design engineer concludes that piers are to be omitted, that determination must be supported by documentation from the engineer detailing the reasons for that decision.

Sunshine Coast Office Relocation
From Monday 19 April BSA's Sunshine Coast Office will be located at 6 Pikki Street, Maroochydore (200m closer to Sunshine Plaza in relation to the old office location).


Preliminary Recommendations from the Inquest into the death of Annette Lee Spencer
The BSA has been asked by the Coroner to highlight the need for an inspection of such buildings, to identify any structural concerns and for remedial work to be carried out. The Coroner recommends that house occupiers of all residential dwellings consisting of a wooden deck or balcony, but particularly those built pre World War 2, have those constructions checked for their structural integrity generally, but in particular for the particular construction method identified in this case.
