Scope of Work
1) Prepare, fabricate and erect carports, decking, fences gates, gazebos, ornamental structures, pergolas, ponds and water features, prefabricated sheds, including associated concrete slabs, with a maximum floor area of 10 m2, and retaining walls and structures.
2) Construct artificial landform structures requiring a fabricated internal structure.
3) Prepare site, excavate, lay paving or concrete associated with landscaping.
4) Install irrigation for landscaping works.
5) Install, erect and construct playground equipment.
6) Prepare plans and specifications if the plans and specifications are—
a. for the licensee’s personal use; or
b. for use in building work to be performed by the licensee personally.
7) However, the scope of work does not include personally carrying out any building work for which—
a. a fire protection licence is required; or
b. an occupational licence is required unless the licensee holds the occupational licence.
2. Technical qualifications for contractor’s or nominee supervisor’s licence
Any 1 of the following—
a. successful completion of the following competencies from Certificate IV in Building and Construction (Building) CPC40110—
(i) Manage occupational health and safety in the building and construction workplace CPCCBC4002A;
(ii) Select and prepare a construction contract CPCCBC4003A;
(iii) Identify and produce estimated costs for building and construction projects CPCCBC4004A;
(iv) Select, procure and store construction materials for low rise projects CPCCBC4006A;
(v) Conduct on-site supervision of building and construction projects CPCCBC4008A;
(vi) Apply legal requirements to building and construction projects CPCCBC4009A;
(vii) Manage small business finances BSBSMB406A.
b. successful completion of a Diploma of Horticulture RTF50403, including the following competencies—
(i) Operate Within a Budget Framework RTC 4911A;
(ii) Cost a Project RTC 4905A;
(iii) Establish and Maintain the Enterprise OHS Program RTC 5701A;
(iv) Prepare Estimates, Quotes and Tenders RTC 5908A;
(v) Negotiate and Monitor Contracts/Commercial Agreements RTE 5920A;
(vi) Prepare Budgets and Financial Plans BSBMGT 503A;
(vii) Monitor and Manage Business Operations BSBSBM 405A;
(viii) Monitor and Review business Performance RTE 5906A;
(ix) Manage Landscape Projects RTF 5004A;
(x) Prepare a Landscape Project Design RTF 5010A;
c. successful completion of a course or competencies of a course the authority considers is at least equivalent to the competencies mentioned in paragraph a. or the diploma mentioned in paragraph b.
d. a recognition certificate as a builder qualified to carry out the scope of work for the licence class;
e. a qualification or statement of attainment of required competency issued by an approved authority for the class of licence.
3. Technical qualifications for site supervisor’s licence
Any 1 of the following—
a. successful completion of the following competencies—
(i) Manage occupational health and safety in the building and construction workplace CPCCBC4002A;
(ii) Identify and produce estimated costs for building and construction projects CPCCBC4004A;
(iii) Select, procure and store construction materials for low rise projects CPCCBC4006A;
(iv) Conduct on-site supervision of building and construction projects CPCCBC4008A;
(v) Apply legal requirements to building and construction projects CPCCBC4009A;
b. successful completion of a course or competencies of a course the authority considers is at least equivalent to the competencies mentioned in paragraph a.
4. Experience requirements
The experience requirements are the following—
a. for a person who has a technical qualification mentioned in one of the following licence classes:

(i) the scope of work for the class; or
(ii) other work the authority is satisfied is at least equivalent to experience in the scope of work for the class.

Technical Qualifications and Recognition of Prior Learning (RPL)
A formal technical qualification could consist of any of the following:
A completed apprenticeship
Successful completion of the appropriate course for this licence class
Successful completion of an equivalent course for the class of licence (e.g. similar modules)
A recognition certificate
A qualification of statement of attainment of the required competency issued by an approved authority for the class of licence
These types of qualifications are issued by Registered Training Organisations to persons who have successfuly completed their training.
If you do not hold a formal technical qualification you may be able to obtain this by undergoing RPL. RPL is provided by Registered Training Organisations (listed below). BSA's web page Recognition of Prior Learning provides more information about this process.

Please note that the Registered Training Organisations (RTOs) listed are provided as a guide only and can be subject to change at any time. The BSA does however strive to ensure that the information contained is as accurate and up-to-date as possible and welcomes feedback from the RTOs where information should be amended or updated. Prospective licence applicants should be aware that it is common that RTOs will notify the BSA that they are delivering a qualification which aligns with a licence class and wish to be included on this website, however, RTOs do not always notify the BSA when they have discontinued delivery of a qualification and therefore should be removed from the website.
Prospective licence applicants should also note that RTOs often choose to offer more than one type of delivery and training and assessment. For example, they could decide to deliver all modes (on-campus/face-to-face/lecture style of delivery, electronic/online/web delivery, Recognition of Prior Learning(RPL) or Upskilling/Gap training). Delivery could be via one mode only, or a combination of all and RTOs will often change their delivery modes depending on demand. The BSA therefore recommends that interested persons make their own enquiries to see if an RTO is delivering the qualification they seek, the cost, duration and the mode of delivery, in order to make the decision of which option suits them best.
